UNDP sponsored an in-country learning program, conducted in conjunction with Boston University School of Law. Senior-level officials (Ministers of Trade and Agriculture) and private sector representatives worked to draft a number of bills to solve social problems. These included coping with NAFTA changes (institutional change), shrimp farming, human resource development, natural resources development, and finance.
Participants went on to create a Task Force for institutional change in law and policy making in conjunction with the Society for the Promotion of Education and Research (SPEAR).
